docker release workflow is sometimes running out of disk space

I have seen the vls signer docker release workflow run out of disk space and a quick glance at the Dockerfile shows that it is copying alot of files that don't really make sense (the whole `target/release` directory for example).

I would be good to try to reduce disk usage.
