### Steps to reproduce
拿官网的下拉框看就可以，在鼠标模式下，拔了鼠标后为触摸板模式，这时下拉框的底部和左侧的滚动条都发生变化，遮挡了底部下拉框的选项。或者看https://panjiachen.github.io/vue-element-admin/#/i18n/index这个网站的下拉框
### What is Expected?
不管这那种模式下，不要影响界面的展示

在触摸板模式，影响底部展示
