[Bug Report] el-select needs two clicks on ios

### Steps to reproduce
Open the official documentation for select https://element.eleme.io/#/en-US/component/select on your ipad or iphone.
Click on any of the checkboxes
You need two presses to select an element

### What is Expected?
It is expected that upon the first press on the ipad that it select the element.

### What is actually happening?
On first press it is just hovering the selection and not actually selecting it.
