[NASA-TOPS] Conclude documents aligned with the NASA TOPS program

This open source project has a lot of theoretical backgrounds which necessitates a couple of documents in order to promote the project to be completely aligned with the NASA Transform To Open Science (NASA TOPS) program. The following are the required documents:
