### Current Behavior

Manifest_Building.md contains a link with the text `Elections are characterized into types by NIST`. However, this points to a Google website.

### Expected Behavior

The correct link would be https://pages.nist.gov/ElectionResultsReporting/#17_0_2_4_78e0236_1389734457182_720347_3938
