🐞 Remove / replace CLABot

### Current Behavior

The [Microsoft CLABot](https://github.com/microsoft/ContributorLicenseAgreement), which runs when pull requests are opened, only works for Microsoft's CLA, not the ETI's. We need to remove / replace this bot.

### Expected Behavior

CLA bot requires users to sign ETI's CLA.

### Steps To Reproduce

Make a pull request.
