Possible to work in lib mode?

Like the title says, I've tried using this in lib mode, however it doesn't trigger a reload like it does in normal mode.

Is this possible to do?

The issue names no files, tests, or entry points. Start by comparing how normal mode and lib mode are wired in the TypeScript plugin, then reproduce the missing reload with a minimal lib-mode setup; done means lib mode triggers the expected reload and a regression test covers it.
