Addition of automate issue create message

### Is your feature request related to a problem or challenge?

I want to create an automate message on issue created by any contributor to make the workflow more reliable and efficient. It will benefit the user to know what needs to be done after the issue is being created.
I have attached the screenshot what i want to do.

Please @sapatevaibhav check and assign the issue also add the gssoc25 label and the level of contribution
