write script to build end user Confero distro's

Description
Script should:
- [x] Use a base folder / file structure and copy it. This would include things like the binary dependencies and other files that do not change.
- [x] Add the latest ConferoView folder
- [x] Add the latest ConferoTrack folder
- [x] Copy latest psychopy / iohub to site-packages
- [ ] Build user docs
- [x] Add built html docs to
- Top level Confero folder
- Confero/ConferoView/view/static folder
- [x] Copy latest .bat files to top level Confero folder.
- [ ] Modify some file that can be used to hold a build date / version number for the distribution.
- [ ] Create the self extracting archive file from the newly built Confero distro.
