reload full application state when page is refreshed

Right now when the webapp page is refreshed (literally), the web gui begins in the default 'starting' state.

Change this so when the page is loaded, it checks if an existing data collection process is connected to the server and if a session is open; and use the cached state of the data collection process to update the web gui so it can continue being used without having to quit the programs and start over.
