Extension `ms-vscode.vscode-typescript-next` has not been auto-published since August 2023

Not sure why, but this extension is not updated since 2023, even though it is listed in the `extensions.json` file and they make almost daily release. This also means that the TS version used by VSCode is `5.3.0`, while we are now at `5.8.3`.

Start with the ms-vscode.vscode-typescript-next entry at extensions.json lines 1061-1063, then trace the publishing scripts and workflows that process it. Compare the entry with the extension's recent releases and determine why automatic publishing stopped. Done means the extension is published again and tracks the current TypeScript release.
