Rename `chenglou92/rescript-vscode` to `rescript-lang/rescript-vscode`?

I'm not sure what the policy for renaming an `id` is, but the [rescript-vscode](https://github.com/rescript-lang/rescript-vscode) extension has been moved to the `rescript-lang` GitHub account so the current name may be confusing:
