Make extension size limits configurable and support namespace and extension overrides

## Overview
The extension size limit is currently 256mb, as the platform grows and extensions grow in size and complexity, we want to increase flexibility in the size of extension binaries that can be uploaded. Targeting a size limit of 1gb for VSIX files is a starting point to consider.
