Create and adapt Skills with a chat

### User Problem

Creating and adapting Skills is currently too manual. I need to manually copy the result into my Skill list instead of being able to complete the workflow directly in a room I'm working with.

### Feature Request

Allow users to create, refine, and save Skills directly through a learning chat. After working out a Skill with exxperts, the user should be able to say: “Save this Skill to my Skills.” exxperts should then store the finalized Skill as a reusable Skill. In additional I want to be able to export the created skill under my Skills list as md. file

**Example:**

- I work with exxperts to develop a new Skill through conversation.
- exxperts asks follow-up questions and refines the Skill based on my answers.
- I say: “Save this Skill to my Skills.”
- exxperts saves the finalized Skill as a reusable Skill in my Skills.

The issue names no files, tests, or entry points. Start by mapping the existing learning-chat and Skills workflows, then define how conversational saving and Markdown export should be verified. Done means a finalized Skill can be saved to the Skills list and exported as an .md file.
