Description
There's a testlist to run CESM coupled cases. We also need the simple ability to build and run the standalone model and do it along with the cesm tests. I think this could be done in two layers. One layer would be a simple test that could be run standalone and not involve or need to be within a CESM/CTSM checkout. I think this test should be Derecho with Intel compiler to start with. But, later the gnu compiler, and another test machine could be added, and any other build options that are important enough.

Research direction
Start from the existing testlist for CESM coupled cases and identify how tests are configured and invoked. Add a standalone Derecho/Intel build-and-run test that does not require a CESM/CTSM checkout, then include it with the CESM tests; done means both standalone execution and combined test-list execution work.
