Testing with simulations in preparation for the cesm3_0 release for the scientifically supported resolution

The plan for the scientifically supported simulation for MizuRoute with CTSM is:

2000 year conditions fixed (final year might be 2020 or something else)
1-degree
HDMA-lake
either g17 mask (POP mask) or t232 MOM mask (hopefully the later if it works)
clm6_0
SP Satellite Phenology mode
CRUJRA2024 forcing
Run for 20 or 30 years, doing the normal cycling over years centered about the fixed year

An example test case right now is:

This is with GSWP3 forcing. In a week we'll be able to run with CRUJRA2024 with an update to the CTSM branch.

We'll use this issue to track progress on getting this setup and document simulations run and that sort of thing.
