Send back amount of water removed from lakes to CESM

As a longer term goal, mizuRoute will need to send back to CESM the amount of water taken out of lakes. Normally this will just be Evaporation-Precip that was sent into it, but when lakes are low it could be less than that or even zero. This is needed to get the model water balance to be correct.

This will likely be similar to how irrigation is handled in CTSM/MOSART, with the exception that it likely won't occur nearly as often.
