Add surface variable diagnostics scheme

SIMA needs a way to write surface fields like Sea Level Pressure (`PSL`) and Total precipitation at surface (`PRECT`) to history files. Given that at least a few of these variables are calculated in the `set_surface_coupling_vars` utility scheme, it probably makes sense to create a new diagnostics scheme that is only included in the SDF when `set_surface_coupling_vars` is also present.
