Create water tracer-enabled CAM7 physics suite

Create a full CAM7 physics suite that can run with a water tracer that is properly conserved across the entire physics time step. This can be validated by running the physics suite in CAM-SIMA with a water tracer with an initial, known, prescribed ratio to standard water (e.g. 50%) and ensuring that the ratio is conserved throughout the entire CAM-SIMA simulation.

This is essentially the final step in implementing water tracers in CAM-SIMA. ZM, PUMAS, and CLUBB will need to be CCPP-ized and tracer-enabled first, and there is a reasonable chance that other, smaller schemes that uniquely modify water will need to be modified for water tracers as well.
