@jimmielin originally proposed:
> As the atmospheric_physics repo expands with more schemes, would it be useful to have a CODEOWNERS file so we know who to request reviews from when PRs change other schemes? e.g., for Hack shallow convection I had to make changes on ZM and also the tendency updater.
