Remove running of time-step 0 from SLIM

Description
Because it causes problems CESM wide we need to remove the running of time-step 0 from SLIM. We are looking into doing the same thing for CTSM. The base requirement is just to remove the writing of history output for time-step 0.

It might be trickier for CTSM, but we should just be able to do it inside of SLIM.
