Can't extend a line in user_nl_mom/MOM_input to multiple lines

Following this discussion: https://forum.access-hive.org.au/t/mismatched-quote-in-the-parameter-file-line/4359/3, I'm not totally sure if you can extend the line in user_nl_mom and MOM_input in the same way because of buildnml -> with `//` and `&` (I ran into an error). For example, that means a parameter like OBC_SEGMENT_DATA is then limited to 1024 characters (INPUT_DATA_STR length).
