Add an exact restart test that restarts mid-day

Since we have some processes that operate on a daily time step, such as LUNA, we should have at least one exact restart test that restarts mid-day. This would ensure that any variables that accumulate throughout the day for these processes restart properly.

This test should probably be at least 3 days long, so we have at least a full day before and after the restart.
