LILAC: add capability to get timing output

I think that, when running with LILAC, nothing is done with the timing information gathered by gptl (via calls to `t_startf` and `t_stopf`). When run in CESM, I think the driver is responsible for writing out final timing information, but I don't think we have any such functionality in LILAC yet.
