[CLM-only] Restart files do NOT have _FillValue/missing_value attributes on fields

Tim Hoar noticed that the restart files don't have _FillValue/missing_value attributes on fields as they should. The history files do, but restart files do NOT. Also we noticed that T_SOISNO has some values set to 0.0 while others are set to 1.e+36. Both of which are really missing values, but the code shouldn't set them to two different values.
