Update I2000 initial condition files

Description
The I2000 compsets should have their initial conditions files updated to the IHist cases for each of the different types of physics (clm4_5 and clm5_0) and forcings (GSWP3v1 and CRUv7). We may not have IC files for 2000 for each of these, so should select the closest year to it.
Also we may want to consider moving "present day" to 2010 rather then 2000.
