Description
There seems to be no compset that uses `fire_method` `li2021gswpfrc`, meaning that we can safely remove `CNFireLi2021Mod` and related testing.

In addition, after we remove `clm4_5` physics (Issue #4115), no compset would use `li2014qianfrc`, allowing us to remove `CNFireLi2014Mod` and related testing.
