Description
It was my understanding the irrigation was on by default for all `BgcCrop` compsets. This is [apparently wrong](https://github.com/ESCOMP/CTSM/issues/1640#issuecomment-4410748949), which seems like a huge usability issue! Especially considering this is seemingly not documented anywhere.
We need to discuss how we want default irrigation to work for our `Clm60` compsets. With [Chesterton's Fence](https://fs.blog/chestertons-fence/) in mind, this requires that we understand why the existing defaults are the way they are.
In the software engineering meeting this morning, @ekluzek mentioned that we should discuss this with @dlawrenncar, @lawrencepj1, and @olyson.
