Description

### Brief summary of bug

In testing for ctsm5.4.027 the following tests needed a longer wallclock time:

RXCROPMATURITYSKIPGEN_Ld1097.f10_f10_mg37.IHistClm60BgcCrop.derecho_intel.clm-cropMonthOutput
ERS_Ly5_P128x1.f10_f10_mg37.IHistClm60BgcCrop.derecho_intel.clm-cropMonthOutput
ERI_Ld9.f10_f10_mg37.I2000Clm50BgcCru.derecho_gnu.clm-drydepnomegan
ERI_Ld9.f10_f10_mg37.I2000Clm50BgcCru.derecho_gnu.clm-default

I meant to increase it before making the tag, but it should just be done in another tag coming in.

### General bug information

**CTSM version you are using:** ctsm5.4.027

**Does this bug cause significantly incorrect results in the model's science?** No

**Configurations affected:** Some tests on Derecho

### Details of bug

The wallclock time needs to be bumped up a little bit, so it's less likely to time out.
