Screwy ERP CN threaded tests start failing in ctsm5.4.025

### Brief summary of bug

I didn't notice this when I made the ctsm5.4.025 tag since these tests are expected to fail for COMPARE_base_rest. But, they started failing at RUN at ctsm5.4.025. But, since ctsm5.4.025 was b4b -- maybe they would work on resubmit?

**Configurations affected:**
Just tests with CN matrix where threading is turned on. Since this is a screwy problematic test, it's probably fine for it to fail. And maybe that means we should remove these tests?
