Validate that namelists are correct

With #3799 and because now our default namelist and parameter settings are finalized. I realized it would be a good time to make sure the settings are correct, by doing the minor version update procedure for namelists.

I'll also verify the coupled model namelists by setting up the following test:

further down the line we should do this for all of the scientifically supported compsets as well.
