expected defaults for subsetdata points

Should the following subset data flags should be true by default? Currently they default to false (off).
`--uniform-snowpack`
`--cap-saturation`

This tripped me up on single point runs related to snowpack and soil temperatures.

Are there other surface dataset changes that should be expected for 'tower'-like simulations?
