The f09 finidat introduced in namelist_defaults for clm6 is spun up for 1850

Description
We will run spin-ups again soon, likely more than once. As a result finidat files will change again, and we do not know when we will have a full set of finidat files for all start years. For now we use 1850 for all start years.
