Deprecate running with CRU and Qian forcing

Description
To reduce complexity and testing massive numbers of permutations of interacting options we'll deprecate Qian and Cru forcing for our testing. We still want to use Qian for speed for some single point tests. And I think CRU should be tested with clm45, just not with any other physics.
Definition of Done:
- [ ] Mark them as deprecated in IMPORTANT_NOTES
- [ ] Keep one Clm50 Cru test just to exercise it
- [ ] Keep the single point Qian tests
- [ ] Remove Cru compsets (other than the one)
- [ ] Remove Qian compsets (other than the single point ones)
- [ ] Remove Cru tests (other than the one)
- [ ] Remove Qian tests (other than the single point ones)
