Make sure our baseline directories are readable outside the group

This was pointed out by @jedwards4b. Our baseline directories on Derecho were only readable by the group, and we should open them up to other.

We also initially figured we should change the group from cgdtss to cseg, but that may not be necessary if they are readable by other.
