Ultra high resolution surface datasets should use the --hires_soitex/--hires_pft options to mksurfdata_esmf

For ctsm5.2.0 the surface datasets were all created using the 5-min soil texture file. This is what we should do for the standard and lower resolutions. But resolutions that are finer than 5-minute (about a tenth degree) should use the 30-sec dataset. So this applies to grids like: ne240, mpasa7p5, and mpasa3p75. So the global-present-ultra-hi-res scenario in the Makefile submission.
