Description
Within the context of modularizing SNICAR, all of the SNICAR parameters should be set in a SNICAR-specific module, as stated in [this post](https://github.com/ESCOMP/CTSM/pull/1861#discussion_r1334531409).
The same is true for other ctsm sub-models and corresponding issues should be opened.
