Description

We'd like to have a Barro Colorado Island (BCI) config for FATES - and call it "scientifically supported" so that we'd have an out-of-the-box configuration for FATES that CTSM folks can use.

For this, we just need relevant input files for BCI - from @rgknox or @ckoven or @glemieux ?

Definition of done:

- [ ] Add a rule to the mksurfdata_esmf Makefile to create the surface dataset
- [ ] Add a test using the new surface dataset
- [ ] Add BCI site to ccs_config (https://github.com/ESMCI/ccs_config_cesm/issues/120)
- [ ] Update our tests to use the site name in ccs_config
