Add some error checking for urban fields in fsurdat_modifier

I'm running into this in #2008. I'm using fsurdat_modifier to set a whole list of urban fields. It turns out I missed one and that led to issues at run time. I figured it out, but some simple checking in fsurdat_modifier could prevent this and catch it much sooner in the process which would be really beneficial.
