Make sure all soil_bgc filters are labeled that way for subroutines using them inside CTSM

Description
With ctsm5.1.dev131 we have filters to run over soil as before, but also filters labeled as soil_bgc which means they are run over for both BGC and FATES, but not for SP for example. We should make sure these filters are named this way in the dummy arguments that use them.
