`urbantv` initialization error in WRF-CTSM

### Brief summary of bug

In building WRF-CTSM, I found some error when we ran `wrf.exe`, due to the `urbantv` initialization in CTSM.

### Details of bug

The error log `rsl.error.00000`, generated from `wrf.exe`, indicated that the error occurred in CLM initialization.

From the error log, in `lnd_comp_esmf.F90`,

So, from these processes. I found the error occurred due to this `urbantv` initialization.

These error logs show that an error occurs for `urbantv` as mentioned earlier, but I do not know exactly what causes the error occurs. So, I would like to ask what caused the error or if there is a potential solution that I can try.
