Create inventory file for 1x1_barro_co_islandPC for FATES testing

We'd like to improve our testing of FATES, by having at least some cases that aren't cold starts. We need a general ability for CTSM to start FATES up from inventory data, but that's a longer project. There will be some issues in FATES regarding these kind of issues.

In the meantime we want to use the current capability of text inventory files to be able to startup the 1x1_brazil site for some of the testing. What we will need to do is to spinup the 1x1_brazil site for some time and then save off inventory data for it. The inventory files could be saved just as text files in the github repository.
