Remove options from FATES namelist that don't effect FATES simulations

@glemieux noticed that photosynthesis was changed in the namelist for FATES simulations, but since FATES has it's own photosynthesis this setting doesn't matter. So we should remove default settings for things that won't matter when FATES is on.

So stomatalcond_method is one of the things that shouldn't be allowed to be set when FATES is on. Otherwise users will think it might make a difference and then wonder why their simulations don't show a change in answers.
