FATES hydro simulations bypass grid-level water balance checks

As the title states, as of #1334 we will bypass grid-scale mass checks on water conservation. This is a stop-gap measure to get tests passing. Mass checks seem to pass fine at the column level, which is the minimum unit scale for hydrology, so something funky is going on in the upscaling.

This is here as a flag that this issue should be re-addressed.
