Add a simple script to compare global averages as a way to vet surface datasets for global unstructured grids

Unstructured grid datasets are difficult to evaluate in any fashion. Starting with a simple dataset that compares global averages between two surface datasets would be useful to have a simple tool to provide some checking for unstructured grid datasets.
