Change some DATM_ settings with CLM in the name to coordinate with cime

Description
If CLM is removed from DATM_ settings in cime we'll need to coordinate that change in CTSM. That means changing the USMBS testmod, PTCLM, documentation, and two scripts in tools/contrib/ run_clm_historical and run_clmtowers.
