Work with WRF developers to get a WRF-CTSM test in place

As @dlawrenncar pointed out, once the WRF-CTSM coupling is stable, we should talk to the WRF developers about getting a test on their end that exercises this, to ensure that it continues to work. This could be a smoke test and/or an exact restart test, etc. We will have tests of LILAC-CTSM using the demo atm driver, but it isn't really feasible for us to have a WRF-CTSM test in our repository.
