code in cism/serial/ should be removed

It doesn't seem like the code in cism/serial is ever used. Furthermore, it doesn't look like glc_communicate.F90 will work correctly as written.

Also, once I add multi-instance support, I think the code in glc_communicate.F90 will be even more wrong (e.g., cmodel -- does this need to be generalized to include the instance number after 'glc'?). Rather than trying to fix this, I think it would be best just to remove this unused code.
