Move Fortran Compiler Bug List to wiki here

At some point, we should migrate https://wiki.ucar.edu/display/ccsm/Fortran+Compiler+Bug+List to the wiki here. We don't necessarily need to keep all of it: we could just keep the still-relevant pieces. I tried unsuccessfully to convert this automatically to markdown, using pandoc and other tools I found. The conversion of the big tables never went well. We might just need to recreate the portions that are still relevant.
