CSV table in cesm_configurations.rst is too wide

Description
The left and right edges of the table in cesm2_3_beta17/doc/source/cesm_configurations.rst are cropped
(see attached). I see this in Firefox and Chrome.
I believe this is because no units are specified in
.. csv-table:: "CESM2 model components"
:widths: 12, 10, 10, 10, 60
If the default units are %, then these total more than 100%, which would be part of the problem.
